HR question: what's the best way for an SME to retain younger employees?

A number of my younger employees have resigned, citing the lack of career progression as the reason. This is after we have spent time and resources training them, and has had a big impact on my operations. How do other SMEs retain younger employees?

Basically, SMEs do have tight budget when it come to hiring people. But at the end of the day, salary is only 1 of the criteria. Most people do not stay in SMEs for long because the work life balance is not great. Bosses also have the mindset that employee will not stay for long and are not willing to train them. So all in all, SMEs need to provide a conducive environment so that more talents can be retained. You can't pay the salary, that is fine. But at the very least, provide a conducive environment for employee to stay.

Employee stock options. What should they do to achieve that? Can you release a bit of responsibility and create posts for them? Are you willing to part with some of your profits if they can increase sales for you?
