Zombie startups and SMEs in Singapore?

Curious to hear what others think of this recent article: http://www.sgsme.sg/news/singapore-still-lacks-deep-tech-globally-oriented-startups-nus-study Specifically, this paragraph: "Zombies, on the other hand, don't create many jobs but are kept alive by grants or venture capital funding, and taking up precious resources." Do you think too many startups and SMEs here are leeching off resources and not making a positive economic contribution? Should the government continue to hand out grants then? How should they differentiate between zombies and gazelles (to borrow the study's terms)?
